Area’s largest commercial development put on hold

What would be the biggest commercial development in Pahrump has been put on hold.

The Pahrump Regional Planning Commission wants more information from Pahrump Lands, LLC that had requested approval of a tentative map application to create a commercial subdivision on approximately 70 acres at 351 West Basin Avenue, 201 W. Basin Ave. and 150 S. Blagg Road.

The Nye County Planning Department found insufficient justification to support a recommendation of approval of the application, according to the documents.

“On reviewing this application, staff’s opinion is that we just didn’t get enough detailed information about this proposal,” Nye County Planner Steve Osborne said at the meeting last week. “We didn’t get a detailed description of the project other than just the applicant stated that this is to allow a variety of commercial uses in the future. We didn’t get information regarding the location of proposed buildings, or the size, or square footage of individual buildings, or the total project.”

Dave Richards, of Civilwise Services, Inc., who represents Pahrump Lands LLC, said the applicant wants to prepare a property for consideration by developers.

“I understand the idea of tabling this, but really, this is step one of a process that the state designed and allowed for commercial subdivisions to get it prepared for individual businesses to come in,” Richards said.

“That commercial subdivision property will be a community interest property where the developers, buyers of the pads also own the driveways and parking and everything similar to what Albertsons and Walmart are and similar to what we ended up with where Mountain View was,” he said.

Gregory Hafen, Pahrump Regional Planning Commission chair, said the applicant satisfied three out of nine findings required by the Nevada Revised Statutes.

“Of the nine findings that are required under the NRS, only three of them have been provided sufficient information. And it’s not that this board wants to block this (project), but staff’s recommendation is that we don’t have enough information to sufficiently answer all of the findings that are required by the NRS,” Hafen said.

“Frankly, we anticipated that these conditions of approval will be on a final map request, not on a tentative,” said Mason Harvey, member of Pahrump Lands, LLC.

“We are just beginning this process. We have partners in Texas that are developers of big box and medium box, Targets, HomeGoods, Marshalls, T.J. Maxx. That’s a kind of retail we are looking to get in here and then some restaurant uses up front. But we can’t do any of that until we have approval of what I thought would be a tentative and a final map,” Harvey said.

“This would be the largest commercial project that we currently have available here,” Nye County Planning Director Darrell Lacy said about a proposed subdivision.

Currently, the largest commercial area in Pahrump is Pahrump Valley Junction, which is about 30 acres and is anchored by Albertsons and Wal-Mart.

A tentative map application is the first step that has to be followed by a final subdivision map.

The Pahrump Regional Planning Commission said the item was to the Oct. 12 meeting and asked the applicant to provide additional information to address the unknowns in the staff report.
