County water board approves quality assurance officer contract

The Nye County Water District Governing Board approved a professional services agreement with Kathy Gilmore, who will perform the duties of a quality assurance officer.

A quality assurance program requires independent oversight to ensure compliance and data quality. The term of the position is for the eight months from Oct. 31 to June 30, 2017, with a not-to-exceed amount of $15,000.

“This (contract) is to continue the work we’ve been doing with the water level measurement program to keep it quality assurance compliant and have her look over our data to make sure that we are not missing anything or give input on the stakes and path forward, and also to do field and office surveillances to oversee how we are moving forward,” Nye County Geoscientist John Klenke said.

“John and I touch base often and he always calls if he needs anything,” Gilmore said. “I just work on an as-needed basis. I don’t initiate any work, but I review data and help them develop work plans, make sure they are following technical procedures and that’s basically it.”

Water board interim General Manager Oz Wichman recommend approval of the contract.

“The water level measurement program in some respects is a fussy exercise in that. It has to meet the criteria to be assured with agencies like the United States Geological Survey, Desert Research Institute, Nevada Division of Water Resources,” Wichman said.

Gilmore is a licensed engineer and served as the quality assurance officer for the Nye County Nuclear Waste Project Office for a number of years.

Under the contract, she will provide support to the Nye County Water District Governing Board under the direction of the general manager and perform various tasks such as revision, review, and approval of work plans, technical procedures, test plans and metadata.

She will also assess the overall effectiveness of the quality assurance program documents and initiate appropriate revisions to the quality administrative procedures, and related quality assurance documents, according to her contract.

The fee rate for the contractor is $75 per hour. The rate applies to all times when the contractor is engaged in the services.
